Deliver a scoped worker credential through host-only request-body slots.
Only digests return to guest code; the command owner retains its sealed
context and retries the same delivery under the original command.

cancel
▸ cancel(id): Promise<null>
Cancel a command proven unsent as its original verified requester under current
disclosure authority. Local business changes are retained. A possibly sent
command must be reconciled; changed meaning requires fresh admission.

collectEvidence
▸ collectEvidence(id, request): Promise<"queued" | "consumed">
Persist one bounded read-only completion acquisition after automatic recovery
stopped. The original verified requester and current policy remain required.
Reusing a request key never releases another acquisition.
A consumed key reserved a read; it does not imply a response or outcome.
